GMTC , in cooperation with the Palestinian Center for Research and Strategic Studies and the DCAF Center for Security Sector Governance, organized a workshop entitled: “Institutionalizing Governance in GMTC : Towards a Pioneering Model for Developing the Palestinian Security Sector.” Representatives from security agencies, academic institutions, and a number of specialists participated
The workshop opened with a welcoming address by Dr. Muhammad Al-Masri, Head of the Palestinian Center for Research and Strategic Studies, who emphasized the importance of establishing governance concepts within security institutions as a fundamental pillar in developing institutional performance and enhancing efficiency, transparency, and sustainability. He stressed the importance of partnership between research and security institutions in building an advanced national model for Palestinian security work.
During the workshop, Staff Major General/ Mahmoud Haroun, Head of GMTC emphasized the importance of establishing governance principles within the security institution to enhance efficiency and transparency and improve institutional performance. He noted GMTC’s commitment to developing a work environment based on discipline, efficiency, and resource sustainability, and reviewed the current situation. The workshop addressed governance within GMTC and its development mechanisms, covering strategic governance, administrative integrity, transparency, and training governance. It emphasized that GMTC operates according to a developmental vision aimed at enhancing performance quality and building the capabilities of security personnel according to the best modern professional standards.
- Professor Iman Radwan, Head of the DCAF Center for Security Sector Governance, stressed the importance of governance in developing the security sector, noting that GMTC represents the primary entry point for preparing and qualifying members of the security establishment according to modern training standards.
- The workshop also included specialized presentations addressing the importance of governance in developing the security sector, its implementation mechanisms within security institutions, and a discussion of the most prominent challenges and ways to develop monitoring and evaluation tools.
- At the conclusion of the workshop, participants emphasized the importance of continued cooperation and holding specialized workshops that contribute to strengthening the principles of good governance and developing the institutional work system within the security establishment
